The impact of the COVID-19 on the economy can be divided into three stages.The key to the macroeconomic policy in response to the pandemic is to avoid prolonged short-term shocks,and the policy intensity should be moderate and matched with the reform of relevant system and mechanism.To establish a long-term mechanism addressing the pandemic,we need to promote fiscal reforms aimed at improving local governance capacity.We should attach importance to the impact of the pandemic on the international division of labor and the layout of the industrial chain,and establish an international public goods supply mechanism that matches economic globalization.
